Quotes above 10,000 EUR: double approval

Reads each quote emailed for release (PDF). Above 10,000 EUR it needs two approvals in a row: sales manager, then finance director, who sees the first decision. A cleared quote gets a go-ahead draft; any refusal drafts the feedback to the author. Below the threshold, the go-ahead is drafted directly.
